Leor Barak serves as General Counsel for the Wayne County Land Bank (WCLB), overseeing all legal matters of the organization.  He provides representation in litigation, advises on compliance with applicable laws and regulations, and supports the development and implementation of policies, procedures, and governance documents.

Prior to joining the WCLB, Leor practiced as a transactional attorney focusing on real estate and business law, assisting clients with property transactions, business formation, and regulatory compliance.  He also previously served in legal and leadership roles at the Detroit Land Bank Authority for over 10 years, where he worked extensively on property rehabilitation initiatives, nuisance abatement matters, and municipal compliance issues.

Leor earned his undergraduate degree from the University of Michigan and his Juris Doctor from Wayne State University Law School. He has lived on Detroit’s east side for nearly 20 years. In his spare time, Leor enjoys playing soccer, traveling and playing music.
